chart in ArcGIS refugees has changed the appearance of data presentation, after a long chart functions performed in ArcView 3.x is static and less interesting. At least that was my personal opinion. I seldom use the chart, because it is rarely played with demographic data or the like that require the display on the chart layout map.
Richie has made a plugin that can display dynamic charts in Desktop ArcGIS / ArcMap. Excess Dynamic Charting is updating although the ability to edit the session and as shown in the picture above, looks very interesting. Download link plugin is available at the end of this posting.
To be able to install this plugin necessary Dynamic Charting Microsoft. NET 3.5, you will be in direct to the Microsoft website if your computer is not available, and the required ESRI. NET Support can be obtained here. Plugins can be used in ArcGIS Desktop 9.2/9.3/9.3.1.
How to install:

1) Download this contribution to your computer,
2) Unzip the file,
3) Double click on the setup program (.msi) and following the installation instructions.
How to use Dynamic Charts:
————————–
1) Start ArcMap,
2) Add a feature layer
(eg shapefile, geodatabase feature class),
3) Select a unique value renderer
- Right click on a layer, select properties,
- Click the Symbology tab,
- Click Categories > Unique Values
- Select a Value Field,
- Enter values or click “Add All Values”
- Click ok.
4) Display the Dynamic Charts toolbar
(click View > Toolbars > Dynamic Charting)
5) Click the first (and only button) on the toolbar,
6) Drag and drop a layer to the Dynamic Charting dialog,
7) Modify the refresh rate (if necessary)

The charts will update dynamically even you are editing.
